By-Law 4 - Discipline
The President shall have the power to discipline summarily any league member for conduct either on the ice or off the ice, that is deemed detrimental to the SHL, which shall include, but not be limited to violations of any CHA, HNB, NBSHC and the NBSHL Articles, Rules or By-laws, playing rule, regulation, or other bylaw or any CHA playing rule. Such discipline may include fines, suspensions, probation, letters of reprimand, forfeiture of performance bonds or a portion thereof, or any combination of the above.
4-2 The minimum fine amounts and/or suspensions to be ordered by the President when disciplining league members, and the payment of fines and serving of suspensions, shall be in accordance with the Rules and Regulations of HNB and the NBSHC Constitution, as amended from time to time.
4-3 The NBSHC discipline regulations shall be strictly enforced except where they are in conflict with any specially sanctioned Playing rules.
The League Discipline Committee shall include The Director of Operations, the Secretary and an other independent member that have no conflict of interest, to be appointed by the President. The League Discipline Committee shall, rule on any question of discipline that may come before it.
If the Director of Operations feels any infraction warrants special attention, he shall convene the League’s Discipline Committee. It shall conduct whatever inquiries, in its sole and unfettered discretion it determines, prior to making its decision, which decision shall be final. The Director of Operations shall notify the President of same prior to the expiration of any minimum suspension for which the player or other team member is liable, and in any other case, within seventy-two (72) hours. The decision arrived at shall be deemed to be the decision of the President.
The SHL President may if he chooses, appear before the Discipline Committee to provide information or evidence and may make submissions to it, provided however, he shall not have a vote or say in the decision to be made by the Committee.
All discipline decisions made are final, as there is no appeal process within the SHL. Any appeals are to be made pursuant to the procedures as provided for by HNB
