By Law 8 – Rules for the Annual Drafts (Pre-Season and Mid-Season)

8- 1 The league has the option of hosting a pre-October and pre-Christmas skating draft session. If deemed unnecessary, the league can host a registered draft through its Web site application process. Players eligible must be 18 as of Dec. 31 and identification may be required. All teams drafting players must ensure players are eligible to play in the SHL and its playoffs. If players are deemed ineligible that player will be lost from a team’s roster. The president shall determine what players are eligible and the president’s decision shall be final

For the pre-season draft, the order of pick shall be determined from the final league standings from the previous season, starting from the last place team and progressing to the first place team.

If a team fails to pick within the time allotted, then that team forfeits their pick for that round.

When all teams decline to pick in one round, the draft is over.

All teams who have signed player cards from the previous season and are not protecting those players, must bring those cards to the draft and be prepared to deliver those cards to the team that drafted that player, or in the alternative a letter releasing their player.

Each team shall have three minutes to make its pick, and each team shall have a total of three time outs, such time outs being of a duration of five minutes each. If a team does not make its pick within the three minutes it is allotted and it does not use its time out, that team shall be deemed to have declined to pick in that round. If a team uses its time out, thereafter it has one additional minute to make its pick.

All draft trades are to be recorded in writing. Trades are final when approved and announced by the President or Vice-President, if he is presiding. A list of all trades that took place and were submitted to the previous President at the end of the previous season shall be submitted to each team.

There will be one speaking member per team at the draft. This representative must be identified to the President in advance.

For the mid-season draft, the order the order of pick shall be determined from the league standings to be computed by calculating the number of points each team has after all teams played 50% of their regular season games.

The mid-season draft shall take place as soon as possible after each team has played 50% of the regular season games, and in any event, no later than January 8.
